Your telegram 17th January Even with addition of assistant engineers and on return of officers from military service it will be impossible for Public Works Department staff to undertake construction of quarters owing to heavy programme of buildings. Would be glad if you would therefore approve my proposal to employ local firms where essential. Construction can begin almost at once.
